Our Mission

We actively develop and support measures to improve interoperability and cybersecurity in DNP systems by developing technologies and standards, implementing a conformance program, and providing education to the industry.

 

Activities of the Users Group

DNP3 has grown to be the most widely used protocol for electric transmission and distribution communications in North America and other regions of the world, and is a named standard for DER communications. DNP3 is also broadly adopted in adjacent industries such as water / wastewater, transportation and the oil and gas industry. 

The DNP Users Group (DNP-UG) owns and maintains DNP3 and supports our user community and the industry by enhancing and promoting DNP3 (Distributed Network Protocol), also known as IEEE Std. 1815TM. Our members include utilities, suppliers, consultants, and individuals (including students). Many of our initiatives support greater interoperability between supplier’s products and systems and/or enhance cyber security. On-going refinements also add new features and time-saving capabilities which are then included in the next update of IEEE 1815. Our growing library of Standards, Application Notes, Guides, Security Notices, and Technical Bulletins provide essential information for our members. The leadership team and technical team members provide periodic educational opportunities including tutorials, white papers, and conference presentations. Our Conformance Certification Program manages the Conformance Test Review process and publishes conformance certificates which are publicly posted. The DNP-UG is governed by our Board of Directors in accordance with our bylaws. The technical teams are involved with four different groups as follows:

  • Technical Committee
  • Cybersecurity Task Force
  • Test Management Committee
  • Test Procedure Committee.

 

Recent and current developments include new:

  • Update to the IEEE Std. 1815TM standard.
  • DER communications standard – IEEE 1815.2TM (draft) – joint effort with MESA.
  • Secure Authentication v6 (SAv6).
  • Authorization Management Protocol (AMP).
  • Test procedures.
  • Device profile guide.
  • Expanded Conformance Certification Program (CCP).

Invitation to Join an Emeritus Membership Task Force (EMTF)

At our last annual meeting on February 28, 2019, the Directors presented a proposal for voting on Emeritus Membership.  The notes from the applicable section of the meeting are included below.  The full meeting minutes are located here.

The concluding statement reads as follows: “Next steps are to call for expressions of interest to join a Task Force, reporting to the Directors, to develop an alternate proposal which will be submitted to the general membership for voting.”

Therefore, the Directors are now inviting expressions of interest to join a Task Force to develop an alternate proposal. 

The Plan

  • Expressions of interest are due by midnight, Thursday, March 19, 2020
  • To join the EMTF, please send an email to admin@dnp.org with the Subject: “Joining the EMTF”.
  • Meetings will occur at 4:00PM Eastern on:
    • Monday, March 23, 2020
    • Wednesday, March 25 (if needed)
    • Monday, March 30 (if needed)
  • The proposal from the EMTF to the Directors will be submitted no later than Monday, March 30, 2020. 
  • The Task Force will be Chaired by Tianling Wu, Chair of the DNP Users Group
  • No other Directors will participate other than Ron Farquharson (only) in the role of facilitator and note-taker.
  • A minimum of three members, other than Tianling and Ron must join for the EMTF to be formed.
  • Directors reserve the opportunity to adjust the Purpose, Qualifications and Benefits if necessary, in the future.

Directors Recommendation for the Emeritus Membership

  • Purpose: Recognition of substantial contributions over many years to an individual that desires to remain involved and contributing to the work of the DNP-UG.
  • Qualifications: This would normally involve a minimum of 10 years of active engagement with one or more committees, subcommittees, task forces or the board at a level that would qualify for voting membership.  Although no specific age requirement is set, an emeritus candidate will typically be awarded this status at a time when they either retire or otherwise stop working fulltime in the industry.
  • Selection: Candidates will be nominated by the Chair of one of our committees.  Emeritus Membership will be approved by vote of the Directors of the DNP-UG.
  • Benefits to the Member: Awarded for life as recognition from the DNP-UG of their dedication and significant contributions!   Membership equivalent to an Individual Membership (Category 1) at no charge.  The opportunity to participate in the work of the DNP-UG including funded travel to the annual Technical Committee Face to Face for voting members.
  • Benefits to the DNP-UG: Retain strong on-going contributions from experienced and dedicated volunteers.
  • Directors reserve the opportunity to adjust the Purpose, Qualifications and Benefits if necessary, in the future.

If No Task Force is Formed

  • If the EMTF is not formed, the Directors revised proposal included above will stand for voting at the Annual Meeting on April 2, 2020.

Item 6b - Emeritus Membership

  1. Recognizes long-term contribution to the Users Group
  2. Initially envisaged to encourage continuing contribution by retiring TC members
  3. Generally applicable to contributors to any committee or the Board
  • Retiring members may leave employment with member companies
  • No longer hold membership, therefore no longer eligible for committee service
  1. Original Motion for voting: to grant the directors the authority to establish a new Emeritus Membership Class as described in the previous material:
  2. Vote B - After much discussion, the vote was deferred to allow for further review and voting at a later time.
  3. The original proposal was:
  • Minimum age 60
  • At least 5 years of significant contribution to DNP UG activities (Committees, Directorship)
  • Age plus years of UG service >= 70
  1. Some of the alternatives discussed were:
  • At least 10 years of significant contribution to DNP activities (Committees, Directorship)
  • Remove age plus years of service >=70
  • Remove the minimum age 60
  1. No agreement was reached during the meeting.
  2. Next steps are to call for expressions of interest to join a Task Force, reporting to the Directors, to develop an alternate proposal which will be submitted to the general membership for voting.
